Getting a decent VR build with only $ 1000 will probably be quite difficult, since you need a good video card, and those are not cheap at the moment. Personally I would also wait until AMD releases their new processors this year, since they seem to be promising and AMD is usually better when it comes to performance per $.

Did you have any specific VR games in mind? Of course even VR games can have very different hardware requirements and you definitely want a stable framerate if you want to enjoy VR for more than a few monutes at a time.

EDIT: I forgot to ask, do you alreawdy have any components or do these $1000 include a screen and stuff like that as well?

In my country there are pretty nice pre-build's. For example:
    Intel Core i5-8400 (2.80-4.00Ghz)
    nVidia GeForce GTX 1050Ti-4GB
    8GB DDR4
    120GB SSD/1TB
This build is 47000 MKD, and that is around 760 EUR... Fair price.
